Boac, Marinduque, Philippines — Marinduque State University (MarSU) successfully convened the Empower2Achieve: Strategic Agenda Cascading and Planning Workshop on August 26–27, 2026, at the Administrative Lounge, bringing together university leaders, directors, and stakeholders to align institutional strategies with the President’s 7 Point Agenda.

Organized by the Policy Strategy and Performance Division, the program opened with Atty. Crispin Francis M. Jandusay’s welcome message, who underscored the importance of clear organizational plans and measurable targets to strengthen MarSU’s commitment to excellence.
Dr. Alfredo M. Ofrecio III, Chief of Staff, outlined the workshop objectives, emphasizing the integration of office contributions into the Executive Dashboard to realize the President’s strategic vision.
This was followed by a message from University President Prof. Diosdado P. Zulueta, who presented the Empower2Achieve Presidential Dashboard. The dashboard highlighted the EMPOWER Pillars, institutional targets, and the collaborative role of offices in providing inputs for board reporting and performance monitoring.
Additionally, university officials presented the seven EMPOWER Pillars, setting strategic directions across leadership, academics, research, extension, internationalization, commercialization, governance, and student services:
• Pillar 1: Expand, Innovate, Inclusive, and Sustainable Lifelong Learning – Dr. Leodegario M. Jalos, Jr. (Vice President for Academic Affairs)
• Pillar 2: Mobilize SDG Based Research, Development, and Innovation – Dr. Ma. Edelwina M. Blasé (Vice President for Research, Extension and Innovation)
• Pillar 3: Partnership for Transformative Community Impact – Dr. Doreen R. Mascarenas (Extension Director)
• Pillar 4: Open Global Pathways and Opportunities – Asst. Prof. Jholey Rose R. Leano Lancion (Director for International Relations and Linkages)
• Pillar 5: Widen Production, Technology Transfer, Commercialization, and Resource Generation – Dr. Michael V. Capina (Director, Technology Business Incubation)
• Pillar 6: Elevate Institutional Policies, Systems, and Governance – Asso. Prof. Raoul J. Magcamit (Director, Quality Assurance)
• Pillar 7: Re engineer Student and Stakeholder Centered Service Delivery – Dr. Verna Liza L. Capina (Vice President for Student Services)
The workshop featured SWOT analyses per pillar, followed by the presentation of the Strategic Map by Ms. Mila Grace D. Gutierrez, Planning Officer III.
The event concluded with a closing message from Dr. Randell R. Reginio, Campus Director of Sta. Cruz, who reaffirmed MarSU’s collective commitment to advancing the Empower2Achieve Agenda and sustaining institutional growth.
