About Us

The Institutional Quality Assurance Office of Marinduque State University (MarSU) serves as the primary unit responsible for overseeing, coordinating, and strengthening the University’s quality assurance systems, standards, and continuous improvement initiatives in support of academic excellence, institutional effectiveness, and global competitiveness.

Established on June 10, 2011 by virtue of BOT Resolution No. 39 s., 2011 during the incumbency of Dr. Romulo H. Malvar as SUC President II & Dr. Diosdado P. Zulueta as first director, the Office was created to institutionalize quality assurance mechanisms that ensure compliance with national and international standards in higher education, governance, instruction, research, extension, production, and administrative operations.

The Office plays a vital role in promoting a culture of quality, accountability, transparency, and continuous improvement across all campuses and offices of the University. It facilitates the planning, implementation, monitoring, and evaluation of quality assurance programs, accreditation activities, institutional assessments, performance evaluation systems, and compliance requirements mandated by regulatory and accrediting bodies.

Committed to institutional excellence, the Office coordinates quality assurance initiatives related to program accreditation, ISO Quality Management Systems, Institutional Sustainability Assessment (ISA), outcomes-based education, performance monitoring, and strategic quality enhancement programs. It also provides technical assistance, capability-building activities, and policy support to academic and administrative units in achieving quality standards and institutional targets.

At present, the Institutional Quality Assurance Office spearheads academic program accreditation and certification initiatives, institutional quality management certification activities, and continuous quality improvement programs of the University. The Office likewise strengthens the University’s engagement and membership in local and international organizations promoting quality assurance, productivity, innovation, and organizational excellence while exploring opportunities for performance excellence and quality public service recognition programs.

The Institutional Quality Assurance Office likewise fosters collaboration among University stakeholders in strengthening evidence-based decision-making, process improvement, risk management, and organizational development practices that contribute to effective governance and service delivery.

Core Functions

Quality Assurance Management

Oversees the implementation, monitoring, and continuous enhancement of institutional quality assurance systems, standards, and policies across academic and administrative units.

Program Accreditation and Certification

Coordinates accreditation and certification activities of academic programs to ensure compliance with national and international quality standards and regulatory requirements.

Institutional Quality Management Systems

Facilitates the implementation and continuous improvement of institutional quality management systems including ISO certification and related quality initiatives.

Institutional Assessment and Evaluation

Conducts institutional assessments, monitoring, evaluation, and compliance activities to support evidence-based planning, governance, and organizational development.

Capability Building and Technical Assistance

Provides technical assistance, orientations, training programs, and capability-building activities related to quality assurance, accreditation, and continuous improvement initiatives.

Performance Excellence and Organizational Development

Supports institutional initiatives related to productivity improvement, organizational excellence, risk management, and quality public service recognition programs.

Quality Linkages and Partnerships

Strengthens institutional collaboration and membership with local and international organizations promoting quality assurance, innovation, productivity, and excellence in higher education.
