About Us
The Bids and Awards Committee (BAC) is responsible for overseeing and managing the procurement process of the University in accordance with applicable laws, rules, and regulations. It ensures that all procurement activities are conducted in a transparent, competitive, and accountable manner.
Core Functions
Manage and oversee the procurement process from planning to contract award.
Approve and ensure the proper conduct of procurement activities, including competitive and alternative methods.
Review and finalize procurement documents, including bidding documents and technical specifications.
Determine the eligibility of prospective bidders and ensure compliance with requirements.
Receive, open, and evaluate bids or proposals.
Conduct post-qualification to verify, validate, and ascertain all statements and documents submitted by bidders.
Recommend the award of contracts to the Head of the Procuring Entity or authorized representative.
Recommend the use of appropriate procurement strategies and methods in accordance with applicable regulations.
Ensure that procurement activities comply with transparency, accountability, and value-for-money principles.
Resolve issues, clarifications, and motions related to procurement proceedings.
Create and oversee Technical Working Groups (TWG) and other support units as necessary.
Mandate
In line with the provisions of Republic Act No. 12009, the BAC plays a critical role in institutional governance by ensuring that public procurement is conducted efficiently, fairly, and in support of the University’s development goals.

Assist in the preparation and review of technical specifications, scope of work, and terms of reference.
Provide technical, financial, or legal evaluation of bids and proposals.

Recommend appropriate evaluation methodologies and criteria for procurement projects.
Provide expert advice to the BAC on procurement-related technical matters.

Ensure that technical aspects of procurement align with project requirements and institutional standards.
Participate in procurement planning and review of project requirements when necessary.

The BAC Secretariat provides administrative, technical, and operational support to the Bids and Awards Committee (BAC) throughout the procurement process. It ensures proper documentation, coordination, and compliance with applicable procurement regulations.

Core Functions
Provide administrative support to the BAC and its Technical Working Groups (TWGs).
Organize and maintain procurement documents, records, and reports.
Facilitate the conduct of BAC meetings, including pre-procurement conferences, pre-bid conferences, bid openings, and other procurement-related activities.
Prepare minutes of meetings, BAC resolutions, and other official issuances.
Manage the advertisement and posting of procurement opportunities, including invitations to bid, requests for expression of interest, and notices of award.
Ensure the availability and proper distribution of bidding documents and other procurement-related materials to prospective bidders.
Maintain a centralized and organized repository of procurement records for monitoring, audit, and reference purposes.
Monitor procurement timelines and ensure compliance with prescribed procedures and schedules.
Serve as the central point of communication between the BAC, end-user units, TWGs, and prospective bidders.
Assist in the preparation and submission of procurement reports to oversight agencies and regulatory bodies.
Support the implementation and use of electronic or digital procurement systems, where applicable.
