About Us

The Disaster Risk Reduction and Management Office (DRRMO) of Marinduque State University (MarSU) is an administrative support office under the Office of the Vice President for Administration and Finance responsible for promoting a culture of safety, preparedness, resilience, and disaster awareness throughout the University community. The Office serves as the University’s focal unit for disaster risk reduction and management initiatives, ensuring the protection of lives, properties, resources, and institutional operations from natural and human-induced hazards.

The DRRMO is tasked with developing, coordinating, implementing, and monitoring programs, projects, and activities related to disaster risk reduction, emergency preparedness, response, recovery, and rehabilitation across all MarSU campuses. It works closely with University officials, academic units, administrative offices, government agencies, emergency responders, and community stakeholders to strengthen institutional resilience and ensure the continuity of essential services during emergencies and disaster situations.

Pursuant to Special Order No. 14, s. 2025, the Office maintains an organizational structure composed of College DRRM Coordinators, Campus DRRM Focal Persons, and the Disaster Preparedness and Emergency Response Team (DPERT), which collectively support the University’s disaster preparedness and emergency management efforts. The DPERT is composed of specialized teams responsible for emergency command and control, communications, evacuation, search and rescue, first aid, security, logistics, transportation, media management, and social welfare services during disaster and emergency situations.

The DRRMO is responsible for identifying, assessing, and managing hazards, vulnerabilities, and disaster risks affecting the University community. It implements disaster prevention and mitigation measures, develops contingency and emergency response plans, conducts capacity-building activities, and promotes risk-informed decision-making to minimize the adverse effects of disasters and emergencies. The Office likewise coordinates disaster response operations, provides assistance during emergencies, and facilitates post-disaster recovery and rehabilitation initiatives to support the timely restoration of University operations and services.

In support of its mandate, the Office conducts disaster preparedness training, emergency drills, awareness campaigns, risk mapping activities, research initiatives, and community engagement programs aimed at strengthening disaster resilience among students, faculty members, personnel, and stakeholders. It also serves as the University’s coordinating office for emergency communications and advisories, particularly during weather disturbances, disasters, and other situations affecting the safety and mobility of the University community.

Major Functions

Risk Reduction

Identifies, assesses, and manages hazards, vulnerabilities, and risks affecting the University community.

Disaster Prevention and Mitigation

Implements measures that reduce disaster risks and protect lives, properties, and institutional resources.

Disaster Preparedness

Conducts training programs, drills, simulations, and preparedness activities for students and personnel.

Disaster Response and Early Recovery

Coordinates emergency response operations and provides assistance during and immediately after disasters.

Disaster Rehabilitation and Recovery

Supports post-disaster rehabilitation efforts and restoration of normal University operations.

Community Engagement

Promotes disaster awareness and resilience-building initiatives among stakeholders and partner communities.

Research and Development

Undertakes research and development activities related to disaster risk reduction and management.

Risk Mapping

Maintains hazard and risk maps that identify vulnerabilities and disaster-prone areas.

Emergency Communication and Advisory Services

Disseminates official advisories and emergency communications during disasters and emergencies.

Disaster Preparedness and Emergency Response Team (DPERT)

The Disaster Preparedness and Emergency Response Team (DPERT) serves as the operational arm of the Disaster Risk Reduction and Management Office during emergencies and disaster situations. The Team is composed of designated personnel assigned to specialized functions including emergency command, communications, evacuation, search and rescue, first aid, safety, security, logistics, transportation, media management, and social welfare services.

Through coordinated planning, preparedness activities, and emergency response operations, the DPERT helps ensure the safety and welfare of students, employees, stakeholders, and visitors while supporting the continuity of University operations during crises.

DPERT Team Functions

Emergency Marshal

Provides overall supervision and control of emergency response operations, coordinates with government agencies, assesses emergency situations, and establishes the command post during disasters and emergencies.

Deputy Marshals

Assist in the supervision, coordination, and implementation of emergency response activities and support the Emergency Marshal in managing incident operations.

First Responder Team

Conducts initial emergency response activities, assesses situations on-site, and utilizes appropriate emergency equipment and resources when necessary.

Communication Team

Facilitates emergency communications, transmits official messages and advisories, and coordinates information dissemination with concerned agencies and stakeholders.

Safety Officer

Ensures the safety and welfare of students, employees, and stakeholders while conducting safety inspections and identifying potential hazards and risks.

Evacuation Team

Implements orderly evacuation procedures and assists in ensuring that affected facilities remain safe and secure until officially cleared for re-entry.

Search and Rescue Team

Conducts search and rescue operations and checks affected facilities and surrounding areas for trapped, injured, or missing occupants.

Salvage Team

Secures and preserves vital University records, equipment, supplies, furniture, and other important assets during and after emergencies.

First Aid Team

Provides immediate medical assistance and first aid treatment to injured individuals and coordinates referrals to appropriate health facilities when necessary.

Transport Team

Provides transportation support for victims, responders, and emergency operations while ensuring the safe relocation of University vehicles and resources.

Security Team

Maintains peace and order, secures facilities, controls access to affected areas, and safeguards University personnel and assets.

Logistic Team

Provides logistical support, emergency supplies, equipment, and operational resources required during disaster response activities.

Media Handler

Manages media relations, disseminates official information, and regulates public communication and media releases during emergencies.

Social Work Team

Provides psychosocial support, welfare assistance, counseling, and stress debriefing services to affected individuals and communities.
