About Us

The Human Resource Management Unit (HRMU) of Marinduque State University (MarSU) is one of the University’s key administrative support units responsible for developing, managing, and sustaining a competent, professional, and service-oriented workforce. Operating under the Office of the Vice President for Administration and Finance, the Unit plays a vital role in ensuring that the University’s human resources are effectively managed in accordance with civil service laws, government policies, and institutional regulations.

The Unit is committed to promoting excellence in public service by implementing responsive, transparent, and results-oriented human resource management systems that support the recruitment, development, performance, welfare, and retention of qualified faculty members, administrative personnel, and other University employees. Through strategic human resource planning and sound personnel administration, the Unit contributes to the achievement of the University’s vision, mission, and strategic goals.

Guided by the principles of integrity, professionalism, accountability, fairness, and continuous improvement, the Human Resource Management Unit oversees the implementation of the four core Human Resource Management Systems prescribed by the Civil Service Commission: Recruitment, Selection and Placement; Learning and Development; Performance Management; and Rewards and Recognition. The Unit likewise administers employee welfare programs, personnel records management, leave administration, benefits processing, and other human resource services that promote employee engagement, career growth, organizational effectiveness, and a positive working environment.

As a strategic partner in institutional development, the Unit continuously enhances its policies, systems, and services to respond to the evolving needs of the University community while ensuring compliance with applicable government rules, regulations, and quality management standards. As part of its commitment to organizational excellence and human resource development, Marinduque State University is currently undertaking initiatives toward the attainment of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Level III Accreditation, further strengthening its human resource systems and fostering a culture of excellence, innovation, and continuous quality improvement in public service.

Major Functions

Recruitment, Selection and Placement

Administers merit-based recruitment, selection, promotion, appointment, and placement of qualified personnel in accordance with Civil Service Commission laws, rules, and regulations.

Learning and Development

Plans, coordinates, and implements capability-building programs, seminars, training, scholarships, and professional development activities to enhance employee competencies and organizational effectiveness.

Performance Management

Oversees the implementation of the Strategic Performance Management System (SPMS), employee performance evaluation, personnel records management, and related human resource information systems.

Rewards, Recognition and Employee Welfare

Administers employee welfare programs, rewards and recognition initiatives, leave administration, benefits processing, personnel relations, and other services that promote employee well-being and motivation.

PRIME-HRM Journey

Marinduque State University continuously strengthens its human resource management systems through the implementation of policies, programs, and best practices aligned with the Civil Service Commission’s Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). The University is currently undertaking initiatives toward the attainment of PRIME-HRM Level III Accreditation, reflecting its commitment to institutional excellence, quality public service, and continuous organizational improvement.
