About Us
The Physical Facilities and Project Management Unit (PFPMU) of Marinduque State University (MarSU) is one of the key administrative support units under the Office of the Vice President for Administration and Finance responsible for the planning, development, management, maintenance, and continuous improvement of the University’s physical infrastructure and facilities. The Unit serves as the University’s central coordinating office for construction, repair, rehabilitation, maintenance, and infrastructure development projects, ensuring that all initiatives are implemented efficiently, sustainably, and in accordance with institutional priorities and regulatory standards.
As the lead office for facilities and project management, the Unit provides comprehensive oversight of infrastructure projects from planning and design to implementation, monitoring, evaluation, and turnover. It develops project proposals, work plans, technical specifications, estimates, and other supporting documents necessary for the successful delivery of capital outlay projects, repair and rehabilitation works, and facilities improvement initiatives across the University.
The Unit is tasked with establishing and implementing project governance mechanisms that promote accountability, transparency, quality assurance, and compliance with institutional policies and applicable government regulations. Through effective project monitoring and control, the Unit tracks project performance in terms of scope, schedule, cost, quality, and resource utilization, while providing timely recommendations and corrective actions whenever necessary.
In support of the University’s physical development agenda, the PFPMU conducts facilities inspections, infrastructure assessments, preventive maintenance planning, and technical evaluations to ensure the safety, functionality, and sustainability of campus facilities. It likewise oversees maintenance and repair programs, coordinates resource requirements, and assists in the efficient allocation of personnel, financial, and technical resources necessary for project implementation.
The Unit also promotes collaboration and stakeholder engagement by working closely with University officials, contractors, consultants, end-users, and partner offices throughout the project lifecycle. Through regular monitoring, reporting, risk assessment, and issue management activities, the Unit helps ensure that projects remain aligned with institutional goals and deliver meaningful value to the University community.
As part of its commitment to continuous improvement, the PFPMU conducts project evaluations, post-project reviews, and project closeout activities to assess outcomes, document lessons learned, and strengthen future project implementation strategies. Through excellence in facilities management and project governance, the Unit contributes significantly to the development of a safe, functional, sustainable, and learner-centered environment that supports MarSU’s mission of providing quality instruction, research, extension, innovation, and public service.

Infrastructure Planning and Development
Preparation of project proposals, plans, estimates, technical specifications, and supporting documents for infrastructure development initiatives.
Project Governance and Oversight
Implementation of project management frameworks, policies, standards, compliance mechanisms, and institutional controls.
Construction, Repair and Rehabilitation Management
Supervision and coordination of construction projects, repair works, rehabilitation activities, and facilities improvement programs.
Facilities Inspection and Preventive Maintenance
Conduct of inspections, infrastructure assessments, preventive maintenance planning, and preservation activities.
Project Monitoring and Reporting
Monitoring project performance, schedules, budgets, deliverables, and preparation of status reports and recommendations.
Risk and Quality Management
Identification and mitigation of project risks while ensuring compliance with quality standards and regulatory requirements.
Stakeholder Coordination and Resource Management
Facilitation of collaboration among contractors, consultants, University offices, and project stakeholders.
Project Evaluation and Closeout
Conduct of project reviews, turnover procedures, documentation of lessons learned, and project completion assessments.
