Policy on Tuition and Other School Fees

(Pursuant to Republic Act No. 10931)

1. Policy Statement

Marinduque State University (MarSU) affirms its commitment to provide accessible and equitable higher education in accordance with Republic Act No. 10931. In line with this mandate, the University implements a free tuition and exemption from other school fees policy for qualified students enrolled in its undergraduate degree programs.

This policy ensures that financial limitations shall not prevent deserving Filipino students from pursuing and completing tertiary education.

2. Objectives

  • Ensure universal access to quality tertiary education for qualified students;
  • Reduce the financial burden on students and their families;
  • Promote equity, inclusivity, and student retention;
  • Align institutional practices with national laws, policies, and guidelines.

3. Scope and Coverage

This policy applies to:

  • All Filipino undergraduate students enrolled in MarSU;
  • All campuses and academic units of the University;
  • All programs leading to a bachelor’s degree or equivalent undergraduate qualification.

The policy covers:

  • Tuition fees
  • Other school fees, including but not limited to:
    • Miscellaneous fees
    • Library fees
    • Laboratory fees
    • Registration and other standard charges

4. Eligibility

Students shall be eligible for free tuition and other school fees provided that they:

  • Are Filipino citizens;
  • Are enrolled in undergraduate programs of the University;
  • Have not previously completed any undergraduate degree;
  • Comply with admission and retention policies of MarSU;
  • Meet all requirements set under applicable laws and implementing guidelines.

5. Exemptions and Limitations

The grant of free tuition and other school fees shall not apply to the following:

  • Students who have already completed a bachelor’s degree or equivalent;
  • Students who voluntarily opt out of the free tuition program;
  • Students who fail to meet academic retention standards as prescribed by the University;
  • Students who exceed the prescribed maximum residency period of their program;
  • Students enrolled in graduate programs, post-baccalaureate programs, or non-degree courses;
  • Other cases as may be determined under applicable laws, rules, and regulations.

6. Additional Financial Assistance

Qualified students may also avail of government support programs under Republic Act No. 10931, including:

  • Tertiary Education Subsidy (TES) for educational-related expenses;
  • Other forms of financial assistance as may be provided by the government or the University.

7. Responsibilities of the University

  • Ensure the proper implementation of this policy in accordance with national laws and guidelines;
  • Maintain transparency and accountability in the utilization of government subsidy;
  • Provide clear information and guidance to students regarding eligibility and benefits;
  • Establish mechanisms for monitoring, reporting, and compliance.

8. Responsibilities of Students

  • Comply with all academic and institutional requirements;
  • Observe University rules and regulations;
  • Provide accurate and truthful information when required;
  • Exercise responsible use of the privilege granted under this policy.

9. Implementing Guidelines

  • The provisions of Republic Act No. 10931;
  • Relevant guidelines issued by the Commission on Higher Education;
  • Internal rules and procedures established by MarSU.

10. Separability Clause

If any provision of this policy is declared invalid or unconstitutional, the remaining provisions shall remain in full force and effect.

11. Effectivity

This policy shall take effect upon approval and shall remain in force unless amended or repealed by the University in accordance with applicable laws and regulations.
