About Us
The Office of the Vice President for Administration and Finance serves as one of the key administrative and management units of Marinduque State University (MarSU), overseeing the effective delivery of administrative, financial, and support services across the University. The Office plays a vital role in ensuring that institutional operations are carried out efficiently, transparently, and in accordance with applicable laws, policies, and regulatory standards.

Administrative Services Division
The Administrative Services Division oversees the delivery of essential institutional support services that ensure the efficient, safe, organized, and technology-driven operations of the University. The Division strengthens operational effectiveness through responsive administrative systems, infrastructure management, human resource support, records management, procurement, security, and disaster preparedness initiatives that contribute to the achievement of the University’s goals and objectives.
Human Resource Management Services
Provides strategic and responsive human resource management services that support personnel administration, recruitment, employee welfare, performance management, and professional development in accordance with Civil Service and institutional policies.
General Services
Ensures the efficient delivery of general administrative support services including maintenance, logistics, utility coordination, and operational assistance necessary for the smooth functioning of University operations.
Records Management Services
Oversees the systematic safekeeping, maintenance, retrieval, and preservation of institutional records and official documents in compliance with records management and archival standards.
Security and Safety Services
Maintains peace, order, safety, and security within University premises through the implementation of security protocols, monitoring systems, and emergency response measures.
Information and Communication Technology Services
Provides technology-driven solutions, systems administration, technical support, digital infrastructure management, and information services that enhance institutional operations and communication.
Physical Facilities and Project Management Services
Supervises the planning, development, maintenance, rehabilitation, and monitoring of University infrastructure, facilities, and construction projects to ensure safe and sustainable physical environments.
Supply and Property Management Services
Ensures the proper acquisition, inventory, monitoring, utilization, storage, and disposal of University properties, supplies, and equipment in accordance with government regulations.
Procurement Services
Facilitates transparent, efficient, and compliant procurement processes for goods, infrastructure projects, and consulting services in accordance with applicable procurement laws and regulations.
Electrical and Utility Services
Oversees the maintenance, repair, and monitoring of electrical systems and utility-related operations to ensure reliable and uninterrupted services across University facilities.
Motorpool and Transportation Services
Manages the operation, maintenance, scheduling, and utilization of University vehicles and transportation resources in support of institutional activities and official functions.
Disaster Risk Reduction and Management Services
Develops and implements disaster preparedness, prevention, mitigation, response, and recovery programs that strengthen institutional resilience and ensure the safety of the University community.
Financial Management Services Division
The Financial Management Services Division oversees the effective planning, allocation, utilization, and monitoring of the University’s financial resources. The Division ensures fiscal responsibility, transparency, accountability, and compliance with government accounting, budgeting, auditing, and financial management policies to support the sustainable operations and development of the University.
Accounting Services
Ensures the accurate recording, reporting, and monitoring of financial transactions and institutional funds in accordance with government accounting and auditing standards.
Budget Management Services
Facilitates the preparation, allocation, monitoring, and evaluation of the University budget to support institutional priorities, programs, and development initiatives.
Cashiering Services
Handles the collection, receipting, disbursement, and safeguarding of University funds while ensuring accurate financial transactions and adherence to financial control procedures.
Business Affairs and Production Services Division
The Business Affairs and Production Services Division supports institutional sustainability through the management of business operations, production initiatives, commercialization activities, and income-generating projects. The Division promotes resource generation, innovation, productivity, and entrepreneurial initiatives that contribute to the University’s long-term financial and operational development.
Production and Commercialization Services
Supports the development, promotion, utilization, and commercialization of University-generated products, technologies, and innovations to enhance productivity and institutional enterprise development.
Income-Generating Projects Management
Supervises the planning, implementation, monitoring, and evaluation of income-generating projects and entrepreneurial activities that contribute to institutional resource generation and sustainability.
