Overview
The Information and Communication Technology Unit (ICTU) serves as the University’s central information technology office responsible for planning, developing, implementing, securing, and maintaining the digital infrastructure and information systems of Marinduque State University (MarSU). Operating under the Office of the Vice President for Administration and Finance, the Unit provides strategic leadership in leveraging information and communication technologies to support instruction, research, extension, production, governance, and administrative operations across all University campuses.
Established in 2005, ICTU has evolved from a traditional ICT support office into the University’s lead organization for digital transformation, enterprise information systems, cybersecurity, cloud technologies, and Smart Campus development.
A major milestone in 2022 was the Procurement of ICT Modernization for Marinduque State College, enabling the deployment of LMS, HRIS, EIS, Campus Portal System, MarSU Chatbot, Data Center, cloud infrastructure, cybersecurity, enterprise storage, backup systems, smart classrooms, digital library, and e-learning laboratories. Building upon this foundation, ICTU now leads the ICT Center for Excellence Transformation Program.
Core Service Divisions
The Information and Communication Technology Unit delivers its services through three core service divisions that collectively support the University’s digital transformation initiatives, enterprise information systems, technology infrastructure, cybersecurity, and ICT-enabled services.
Information Systems Development, Outsourcing and Training Services
Responsible for the analysis, design, development, implementation, integration, and maintenance of the University’s enterprise information systems, websites, databases, web applications, mobile applications, and other digital platforms. The division likewise conducts ICT capability-building programs, user training, technical consultation, systems implementation support, and technology outsourcing initiatives that strengthen digital competencies across the University.
Network Infrastructure, IT Security and Maintenance Services
Responsible for the planning, deployment, operation, monitoring, security, and maintenance of the University’s campus network infrastructure, internet connectivity, data center facilities, servers, cloud services, cybersecurity platforms, communications systems, structured cabling, and fiber optic backbone. The division ensures the availability, reliability, and security of the University’s ICT infrastructure through preventive and corrective maintenance programs.
Information Technology Infrastructure Technical Support Services
Provides frontline ICT technical assistance to University offices, colleges, campuses, faculty members, employees, and students. The division manages service requests involving computer hardware, software installation, operating system configuration, peripheral devices, network connectivity, troubleshooting, equipment deployment, preventive maintenance, inventory support, and other end-user ICT services.
Enterprise Digital Platforms
ICTU manages and continuously enhances the University’s enterprise digital platforms that support instruction, research, extension, administration, governance, and public service.
Learning Management System (LMS)
Supports flexible, blended, and online teaching and learning by providing a centralized digital learning environment for students and faculty members.
Human Resource Information System (HRIS)
Streamlines personnel administration through digital management of employee records, recruitment, leave administration, performance management, and other human resource services.
Executive Information System (EIS)
Provides University executives and administrators with real-time institutional information, reports, dashboards, and decision-support tools.
Campus Portal System
Serves as the University’s centralized online gateway that provides access to institutional information, digital services, announcements, and online resources.
MarSU Chatbot
An AI-assisted virtual information service that provides automated responses to frequently asked questions and enhances stakeholder engagement and customer service.
Official MarSU Website
The University’s official digital communication platform that delivers institutional information, news, announcements, academic resources, and online public services.
Google Workspace for Education Plus
Provides enterprise cloud productivity, collaboration, communication, storage, video conferencing, classroom management, and secure digital workspace services for the University community.
Data Center and Command Center
Serves as the University’s centralized ICT operations facility that houses enterprise servers, storage systems, network monitoring, cybersecurity infrastructure, cloud services, and critical digital resources supporting University-wide operations.
Strategic ICT Programs and Initiatives
The Information and Communication Technology Unit continuously leads and supports strategic ICT programs that strengthen the University’s digital capabilities, modernize institutional operations, and accelerate Marinduque State University’s digital transformation. These initiatives provide the technological foundation for quality instruction, research, extension, governance, and responsive public service.
Procurement of ICT Modernization for Marinduque State College (2022)
The Procurement of ICT Modernization for Marinduque State College marked one of the University’s most significant technology investments and served as the cornerstone of its digital transformation journey. More than an infrastructure modernization initiative, the project established an integrated ICT ecosystem that enabled the deployment of enterprise information systems, strengthened campus connectivity, modernized digital infrastructure, and improved ICT-enabled services across the institution.
Through this initiative, ICTU successfully implemented the University’s major enterprise digital platforms, including the Learning Management System (LMS), Human Resource Information System (HRIS), Executive Information System (EIS), Campus Portal System, and the MarSU Chatbot, significantly improving academic delivery, personnel administration, executive decision-making, and stakeholder engagement.
The project likewise modernized the University’s ICT infrastructure through the establishment of the Data Center, enterprise compute infrastructure, cloud technologies, cybersecurity platform, enterprise storage systems, backup and disaster recovery facilities, campus-wide fiber optic backbone, structured cabling systems, network modernization, smart classrooms, digital library, and specialized e-learning laboratories.

ICT Center for Excellence Transformation Program
Building upon the University’s ICT modernization initiatives, the ICT Center for Excellence Transformation Program serves as MarSU’s long-term roadmap for developing a Smart Campus ecosystem. The program focuses on integrating intelligent technologies, enterprise information systems, modern ICT infrastructure, cybersecurity, cloud services, and digital governance that support innovation, operational excellence, and future-ready education.
The transformation program seeks to establish a technology-enabled learning environment through the implementation of next-generation digital platforms, intelligent infrastructure, smart classrooms, specialized laboratories, collaborative technologies, and emerging innovations that improve institutional efficiency and enhance the overall learning experience.
