About Us

The Office of the Chief Administrative Officer (CAO) of Marinduque State University (MarSU) serves as one of the key administrative support offices under the Office of the Vice President for Administration and Finance responsible for overseeing, coordinating, and managing administrative operations and support services necessary for the effective implementation of institutional programs, projects, and activities. The Office plays a vital role in ensuring that administrative systems and processes are efficiently carried out in accordance with government rules, regulations, institutional policies, and standards of public service.

As an essential component of the University’s administrative structure, the Office assists University officials and administrators in planning, organizing, directing, and implementing administrative initiatives that support the attainment of institutional goals and development priorities. It performs strategic and operational functions that enable University leadership to focus on policy formulation, decision-making, and other critical institutional concerns.

The Office supervises and coordinates various administrative support services and operational units of the University including personnel management, financial and fiscal support, records administration, supply and general services, health services, and other institutional support mechanisms necessary for efficient operations. It likewise ensures proper coordination among offices and facilitates the effective delivery of administrative programs and services across the University.

The Office of the Chief Administrative Officer also performs oversight and management functions through the supervision and evaluation of administrative personnel and support staff, monitoring of office operations, review of administrative procedures, and development of recommendations and interventions that strengthen institutional effectiveness and service delivery. It likewise assists in maintaining compliance with established laws, regulations, and policies approved by the University and governing agencies.

Major Functions

Administrative Planning and Program Implementation

Assists University executives in planning, organizing, directing, and implementing institutional programs, projects, and administrative initiatives.

Administrative Support and Office Management

Provides administrative support services and performs office management functions that contribute to efficient institutional operations.

Liaison and Public Relations Services

Facilitates coordination and communication with stakeholders, government agencies, partner institutions, and external organizations.

Administrative Supervision and Personnel Management

Supervises administrative support personnel through assignment, monitoring, evaluation, and performance management activities.

Financial and Fiscal Coordination

Coordinates personnel, finance, supply, health services, records management, and other support offices to strengthen institutional operations.

Voucher, Payroll, and Administrative Review

Reviews and processes administrative documents including vouchers, payrolls, and proposals to ensure compliance with policies and regulations.

Procurement and Inventory Oversight

Supervises procurement activities and inventory management functions to ensure efficient utilization and accountability of University resources.

Records and Policy Compliance Management

Oversees the maintenance of personnel and fiscal records and recommends actions that strengthen institutional systems and policy compliance.

Institutional Partnerships and Relations

Maintains productive relationships with government agencies, private organizations, and stakeholders in support of University programs and initiatives.

Special Administrative Functions

Performs additional administrative duties and other functions necessary to address institutional requirements and service exigencies.
