About Us
The Institutional Planning and Development Unit (IPDU) of Marinduque State University (MarSU) serves as one of the key administrative and strategic planning units attached to the Office of the University President. The Unit is primarily responsible for assisting the University in achieving institutional growth, organizational effectiveness, and sustainable development through strategic planning, policy support, monitoring, evaluation, and development-oriented initiatives aligned with the University’s vision, mission, and long-term goals.
The Unit plays a vital role in the preparation, coordination, implementation, and monitoring of institutional plans, programs, and development strategies that guide the University’s operations and decision-making processes. It facilitates the formulation of strategic plans, development plans, financial plans, annual operational plans, and other planning documents necessary for institutional governance, resource allocation, and performance management.
As part of its core planning functions, the IPDU undertakes the preparation of strategic, development, financial, and annual plans of the University. It likewise prepares and consolidates institutional reports and compliance documents required by regulatory and oversight agencies such as the Commission on Higher Education (CHED), the Department of Economy, Planning, and Development (DEPDev), the AO25 Inter-Agency Task Force, the Department of Budget and Management (DBM), and other government entities. The Unit also facilitates faculty teaching effectiveness evaluation, student services area assessment, and the preparation of annual accomplishment and operational reports that support institutional evaluation and continuous improvement initiatives.
Committed to data-driven planning and evidence-based governance, the IPDU oversees the collection, management, analysis, and utilization of institutional data necessary for planning, policy formulation, and decision-making. Through its planning systems and development initiatives, the Unit supports the University in identifying priorities, addressing organizational needs, strengthening program implementation, and enhancing institutional performance.

Core Functions
Strategic and Development Planning
Facilitates the preparation, coordination, and monitoring of strategic, development, financial, and annual operational plans of the University.
Institutional Reporting and Compliance
Prepares and consolidates institutional reports, statistical data, and compliance documents required by regulatory and oversight agencies.
Monitoring and Evaluation Services
Conducts monitoring, assessment, and evaluation of institutional programs, activities, projects, and development initiatives.
Research and Statistical Data Management
Oversees institutional data collection, management, analysis, and utilization in support of planning, decision-making, and development programs.
Program Coordination and Development Support
Assists academic and administrative units in the preparation, coordination, and evaluation of institutional plans, programs, and special projects.
Performance Monitoring and Assessment
Facilitates institutional assessment activities including faculty teaching effectiveness evaluation, student services assessment, and accomplishment reporting.

Oversees institutional data management, statistical reporting, documentation support, and research-based planning activities necessary for institutional development and evidence-based decision-making.

Ms. Mila Grace D. Gutierrez
Head, Special Coordination & Plans Preparation Division
Coordinates institutional planning activities, evaluates development plans and programs, and facilitates strategic coordination, special projects, and institutional partnerships of the University.

Engr. Maria Carissa M. Landoy
Head, Monitoring and Evaluation Division
Oversees institutional monitoring, accomplishment reporting, project assessment, and evaluation activities that support accountability, compliance, and effective implementation of University programs and initiatives.
