Gasan, Marinduque, Philippines — Marinduque State University (MarSU) proudly announces that the MSC Fishery Technology Business Incubation and Innovation Center—now officially known as the MarSU Fishery Technology Business Incubation and Innovation Center—has been granted a License to Operate (LTO) as a food manufacturer by the Food and Drug Administration (FDA). This regulatory approval represents a significant institutional milestone, affirming the University’s compliance with national standards on food safety, quality assurance, and manufacturing practices.

This achievement was realized through the Department of Agriculture–Agricultural Competitiveness Enhancement Fund (DA-ACEF)-funded project titled “Establishment of Marinduque State College Fishery Technology Business Incubation,” led by Dr. Alexander M. Pascua. The initiative is designed to strengthen the local fishery sector by advancing technology development, promoting value-added processing, and supporting enterprise incubation for community stakeholders.
The project team expresses its sincere appreciation to the MarSU Administration, led by Prof. Dr. Diosdado P. Zulueta, for its steadfast leadership and institutional support. Gratitude is likewise extended to the Department of Agriculture through ACEF for its continued funding assistance, and to the Department of Trade and Industry (DTI) Marinduque for its valuable partnership in enterprise development and regulatory preparedness.
With the FDA License to Operate now secured, the Center is well-positioned to expand its capabilities in product development, food processing, and business incubation—further contributing to sustainable fishery innovation and inclusive local economic growth.
