Boac, Marinduque, Philippines — With gratitude and a deep sense of responsibility, Marinduque State University (MarSU) shares the good news of its selection as one of only thirty (30) Philippine Higher Education Institutions (PHEIs) nationwide to participate in the CHED–CBIE Project, “Leading Internationalization: Strengthening Institutional Capacity and Canada–Philippines Linkages.” The University views this opportunity not merely as a recognition, but as a commitment to further strengthen its capacity for global engagement in service of its local communities.

In reference to CHED Memorandum No. 12, Series of 2026, the Commission on Higher Education (CHED), through its International Affairs Service (IAS), officially announced the selected institutions representing a balanced mix of State Universities and Colleges (SUCs), Local Universities and Colleges (LUCs), and Private HEIs across Luzon, Visayas, and Mindanao.

Out of thousands of higher education institutions in the country, Marinduque State University stands among the 30 chosen institutions—an achievement that underscores the University’s growing leadership in internationalization and global engagement.

Representing MarSU in the project are:

Prof. Dr. Diosdado P. Zulueta, University President – Senior-Level Participant
Asst. Prof. Jholey Rose R. Leaño-Lancion, Director for International Relations and Linkages – Junior-Level Participant
Assoc. Prof. Raoul J. Magcamit, Director for Quality Assurance – Junior-Level Participant

Their participation reflects MarSU’s institutional commitment to strengthening international linkages, leadership development, and quality assurance aligned with global standards.

The project is delivered in collaboration with the Canadian Bureau for International Education (CBIE) and supported by Global Affairs Canada under the Indo-Pacific Strategy’s Regional Connectivity Envelope. It aims to enhance institutional capacity, leadership practices, and sustainable partnerships between Canada and the Philippines.

In her official welcome letter, CBIE President and CEO Larissa Bezo emphasized that the IE-Pro Training Program has been tailored specifically for Philippine institutions, drawing from Canadian and ASEAN perspectives to address the practical realities of internationalization in higher education today.

During the online orientation and kick-off ceremony held on February 13, 2026 via Zoom, CHED IAS Director Dr. Christine Ferrer underscored the significance of the selected institutions’ role in advancing internationalization in the country.

She affirmed: “These institutions are ready to lead internationalization. They demonstrate global learning translated into local implementation.”

Her statement highlights the readiness of participating HEIs—not only to learn from global best practices but also to contextualize and implement them within their local communities for meaningful and sustainable impact.

Marinduque State University thanks the Commission on Higher Education (CHED), CHED IAS, Canadian Bureau for International Education (CBIE), and Global Affairs Canada under the Indo-Pacific Strategy’s Regional Connectivity Envelope for this opportunity.

This marks a significant step forward in MarSU’s strategic vision of becoming a globally connected, research-driven, and community-responsive university.

The entire MarSU community proudly celebrates this opportunity as the University continues to expand its global footprint while strengthening its commitment to local development.
